This report by The American Institutes for Research and SRI International is one in a series to be produced over the next 5-years that examines whether schools supported by the Bill and Melinda Gates Foundation's National School District and Network Grants Program adopt elements of effective schooling and show better outcomes for students. It focuses on the experiences of educators and students in the first year of operation of new small schools, which mostly consisted of planning and start-up phases. Later reports will document the initiative as it is actually implemented. To nobody's surprise, the analysts find that creating successful new, small learning communities is hard but that the benefits may be promising.
