Per Pupil spending is focus group talk for a meaningless quotient. Shouldn’t there be “accounting standards” for per student accounting? How much does it cost, per student user, to take the bus? How much does it cost, per student player, to field a football player? If accounting standards are developed, cost comparisons can be made between Learning Centers and fair allocation of resource choices can be made withing them(between, say, football and soccer).
